A boulevardier is a man about town. He is embedded in society. Simply put, he is a man who gets dressed.
It used to be that a trip to the tailor was more than an errand. There was a process to having clothing made and it started with trust.
Nowadays, the boors, rich men and fools of the world shop plainly. An elegant man has clothes made for him and him alone.
